For the life of me I simply cannot find the email in which "Shut up. Shut up nine times." Comes from. I know I remember hearing Stro Bro say that at one point, but where?

That is not from an E-mail. That is from the SBCG4AP Episode "8-Bit is Enough". No wonder you can't find it!

It's from the sbemail Time Capsule, when Homestar asks if he can put a gross wig into Strong Bad's time capsule. The exchange goes like this:
